Canada Work Permit Requirements 2027: Eligibility, Documents & How to Apply
Canada work permit requirements depend on the type of permit you need. The short version: most foreign workers need a work permit. Most applicants from outside Canada need an employer-specific work permit, which requires a job offer. An open work permit needs no job offer, but only people in specific situations can get one. IRCC also says you cannot choose which type you apply for (IRCC eligibility page).
This guide covers who qualifies, which documents to prepare, how to apply from outside Canada, fees, processing times and common reasons for refusal. If you are job hunting, our guides on factory jobs in Canada for foreigners and the Canada work visa for manufacturing workers show how these rules apply to one sector.
Quick eligibility checklist
- ☐ I know whether I need an employer-specific or an open work permit
- ☐ I have a valid passport
- ☐ I have a job offer (employer-specific), or I fit an open work permit category
- ☐ My employer has told me whether an LMIA or an exemption applies
- ☐ I can show funds for myself, my family and my return home
- ☐ I can show I will leave Canada when my permit ends
- ☐ I have checked medical and police-certificate requirements
1. What Is a Canada Work Permit?
What does a Canadian work permit allow you to do?
It lets you work in Canada under the conditions on the permit until its expiry date. An employer-specific permit lists the employer, location and occupation, plus numbered conditions and remarks you must follow (IRCC). A work permit is temporary. It is not permanent residence or citizenship.
Do all foreign workers need a work permit?
Most do, but some people can work without a permit. If you need a permit and do not have one, you cannot legally work, and you cannot state on a job application that you are allowed to (IRCC). Use IRCC’s work permit tool to check your case.
2. Types of Canadian Work Permits
| Feature | Employer-specific permit | Open work permit |
|---|---|---|
| Job offer needed? | Yes | No |
| Who can work for you | Only the named employer | Any employer, with exceptions |
| Who is eligible | Most applicants | Only specific situations |
| LMIA involved? | Often; sometimes exempt | Employer needs no LMIA |
| Apply from outside Canada? | Yes | Most open permit applicants must apply in Canada |
Employer-specific work permit
This is the most common type. You need a job offer from an employer that is not on IRCC’s list of non-compliant employers. Your employer must first find out whether the job needs an LMIA or is exempt, apply for the LMIA if needed, and give you the documents for your application. If you change employers or jobs, you may need a new permit, so check IRCC’s guidance on changing jobs or employers first.
Open work permit
An open work permit lets you work for any employer except those on the non-compliant list and certain restricted businesses. IRCC lists eligible groups, including post-graduation work permit applicants, International Experience Canada working holiday participants, some family members of workers or students, some permanent residence applicants and vulnerable workers (IRCC). IRCC says most people applying from outside Canada cannot get an open work permit. Open permits can also carry restrictions on work type or location.
LMIA-required and LMIA-exempt permits
An LMIA is a document that proves there is a need to hire a foreign worker. IRCC says most jobs need one, and the employer applies for it, not you. Some jobs are LMIA-exempt, and then the employer submits an offer of employment instead. Being LMIA-exempt does not mean you qualify for a permit. You must still meet the other requirements. For jobs in low-wage streams, see ESDC’s refusal-to-process rules, which restrict some low-wage LMIAs in cities with unemployment of 6% or higher.
3. Canada Work Permit Eligibility Requirements
IRCC’s general requirements for applying from outside Canada are below. Extra conditions depend on the permit program.
| Requirement | What it means in practice |
|---|---|
| Valid passport or travel document | You must include a copy of a valid passport. IRCC also says your passport must be valid for longer than your planned stay when you arrive |
| Job offer (employer-specific) | Needed for the most common permit. An offer alone does not guarantee approval |
| Enough money | You must show funds for yourself, your family and your return home. The amount depends on family size, the community and the program. IRCC points to Statistics Canada’s low income cut-offs as a general reference only |
| Intent to leave | You must show you will leave Canada before the permit expires |
| Admissibility | Medical, criminal and security checks can affect your application |
| Job qualifications | Provide proof you meet the job requirements, such as a licence or certificate for a regulated job |
Check IRCC’s medical exam requirements for temporary residents. If your job is regulated in a province, check that province’s rules too. Age, family ties, your current status and the specific program can all change your eligibility. Meeting these conditions does not guarantee approval. IRCC assesses each case on its own facts.
4. Documents Required for a Canada Work Permit
When you apply online, IRCC gives you a personalized document checklist. That list overrides any general list, including this one.
Documents all applicants provide
| Document | Notes |
|---|---|
| Application for Work Permit Made Outside of Canada (IMM 1295) | Required form |
| Copy of valid passport or travel document | Must not be expired |
| One photo meeting IRCC specifications | See IRCC’s photo rules |
| Local visa office documents | Pick your country on IRCC’s forms page. Nepal is on that list |
Documents for employer-specific permits
IRCC says you will always be asked for:
- A letter from your current employer
- A reference letter from past employers
- Proof of past work experience, such as pay stubs
- Proof you meet the job requirements (if none apply, IRCC says to upload a blank page marked “Not applicable”)
- A résumé (see our Canadian CV guide)
Then the documents differ by route:
| If your job is… | Your employer must give you |
|---|---|
| LMIA-required | Copy of the positive LMIA and file number; employment contract; job offer letter; a Quebec Acceptance Certificate (CAQ) if you will work a paid job in Quebec for more than 30 days |
| LMIA-exempt | Employment contract; offer of employment number (starts with “A” plus 7 digits, usable once) |
| Open work permit | Nothing; if asked for employment documents, upload a blank page marked “Not applicable” |
Other supporting documents you might be asked for
- Proof of a medical exam, if required
- Marriage certificate, Family Information Form (IMM 5707) or a common-law declaration
- Certified translations if documents are not in English or French
- Proof of your immigration status, if you are applying from a country where you are not a citizen
- A representative form (IMM 5476) if you use an authorized representative
See IRCC’s full forms and documents page.
5. How to Apply for a Canada Work Permit From Outside Canada
- Identify the correct permit. Use IRCC’s permit tool. You cannot choose the type.
- Check eligibility. Read IRCC’s eligibility page before paying anyone.
- Find a genuine job offer, if required. Use Job Bank’s foreign candidate search and employer sites. Our LMIA-supported vacancies page can help you start.
- Confirm LMIA or exemption. Ask the employer in writing which applies, and request the documents.
- Gather documents. Prepare identity, work history and qualification records, plus translations.
- Create your IRCC account and complete the application. Answer the questionnaire accurately to get your checklist. Paper applications are allowed only in limited cases, such as a disability that prevents applying online.
- Pay the fees. You pay at the end of the application, by credit or debit card.
- Give biometrics if asked. Wait for your biometrics instruction letter, then book promptly.
- Wait for a decision. Respond within deadlines. Check your status in your account. See IRCC’s decision page.
- Follow arrival instructions. If approved, you may get a port of entry letter of introduction, which proves approval but is not the permit. A Canada Border Services Agency officer makes the final decision and prints the permit at the border (IRCC arrival page).
At the border, bring your passport, your visitor visa if you need one, valid medical exam results if you had one, and supporting documents such as the LMIA copy or offer of employment number.
6. Canada Work Permit Fees in 2027
IRCC has not published 2027 fees, so the figures below are current references. Confirm on the official fee page before paying.
| Fee category | Current IRCC reference (Oct 2026) | Who pays |
|---|---|---|
| Work permit processing | CAD $155 | All applicants |
| Open work permit holder fee | CAD $100 | Open work permit applicants |
| Biometrics | CAD $85 individual; up to $170 family | If required |
| Medical exam | Varies by provider | If required |
| Translations, document preparation | Depends on service | If needed |
An open work permit applicant would therefore pay $155 plus $100 in the two fee lines, before biometrics. Some applicants may be exempt from fees. Recruitment, legal, medical, translation and travel costs are separate from government fees, so we do not estimate a total. Your employer cannot make you pay for the LMIA.
7. Canada Work Permit Processing Time in 2027
Processing time varies by permit type, country, completeness and your circumstances. Use IRCC’s processing-time tool instead of trusting blog estimates. Biometrics, medical exams, background checks and requests for more documents can add time. Do not book non-refundable travel until you are authorized, and do not trust anyone who promises approval in a fixed number of days.
8. Common Reasons a Work Permit Application May Be Refused
IRCC lists several reasons, and says others are possible:
| Reason | How to reduce the risk |
|---|---|
| Medically inadmissible | Check medical exam requirements early |
| Criminal record or security concern | Disclose honestly; police certificates may be requested |
| Misrepresentation | Never submit false or altered documents |
| Ineligible employer | Check IRCC’s non-compliant employer list |
| Missing or inconsistent documents | Use your personal checklist; match names, dates and titles |
| Not showing you will leave Canada | Provide evidence of ties and plans, as relevant |
| Insufficient funds | Show funds for you, family and return travel |
Refusal reasons vary by case. Read your decision letter carefully, and consider advice from an authorized professional if you are unsure how to respond.
9. How to Avoid Canada Work Permit Scams
- Guaranteed visas. No recruiter can guarantee that IRCC will approve a permit.
- Unverified offers. Check the employer’s identity, contact details, duties, wage, hours and contract terms independently.
- LMIA payments. Job Bank states that employers must not make you pay for the LMIA, and that you should never be asked to pay to be hired.
- Unofficial sources. Use Canada.ca for eligibility, documents, fees and instructions.
- Representatives. If you hire one, confirm they are authorized where Canadian rules require it.

10. What Happens After Your Work Permit Is Approved?
- Follow IRCC’s travel and arrival instructions, and keep your permit’s conditions and expiry date in mind.
- Maintain valid status. If you want to extend, apply before your permit expires. See IRCC’s page on extending a work permit.
- Changing employers on an employer-specific permit may need new authorization.
- A work permit does not give permanent residence. Separate programs have their own rules.
Frequently Asked Questions
What are the requirements for a Canada work permit in 2027?
Generally: a valid passport, a job offer for employer-specific permits, enough funds, intent to leave when your stay ends, and admissibility. Exact requirements depend on the permit type.
Can I apply for a Canada work permit without a job offer?
Only if you qualify for an open work permit, and most open permit applicants must apply from inside Canada.
Is an LMIA mandatory for every work permit?
No. IRCC says most jobs need one, but LMIA-exempt jobs and open permits exist.
What documents do I need?
A completed IMM 1295, passport copy and photo, plus the employer and supporting documents on your personalized checklist.
How much does a Canada work permit cost?
IRCC currently lists $155 processing, $100 more for an open work permit, and $85 for biometrics if required. Check the fee page for current amounts.
How long does it take?
It varies. Check IRCC’s processing-time tool.
Can I apply from Nepal?
Yes. Nepal is on IRCC’s local visa-office list, so check that list for any extra documents, and confirm whether you also need a visitor visa.
Can I bring my spouse and children?
They may be able to visit, study or work, depending on their situation. See IRCC’s page on family members of workers. Work authorization is not automatic.
Can I change employers?
Employer-specific permits limit you to the named employer, so changes may require new authorization.
Does a work permit lead to permanent residence?
Not automatically. Permanent residence programs have their own eligibility rules.
Conclusion: Prepare Your Application Carefully
Pick the right permit, confirm your eligibility and the employer’s LMIA or exemption status, assemble accurate documents, check current fees and times, and apply only through official channels. Avoid guaranteed-visa claims.
